I was inactive all winter. About a month ago, I started cycling and my legs felt like jelly after biking just ONE MILE! Now I can do 15 miles and barely feel tired. If I stop working out, are my muscles going to atrophy again?

Yeah, they will, but they will recover quickly. It's a lot like math: if you don't have assignments for a while it's going to be slower going doing those types of problems, but you will remember.
