My 11month old is not gaining weight..?

There has been so many test done.EVERYTHING is coming back normal. They put him on a high calorie diet. It still doesnt seem to work. He weighs 14 lbs 7oz he has been this weight for 3 months. What else is there for me to do? Does anyone have any other plans I could try on him to make him gain weight? HIS DIET IS..... PROMISE LAND MILK.....1 TSP OF SUGAR IN EACH BOTTLE....1 OZ OF HEAVY CREAM IN EACH BOTTLE...1OZ OF CEREAL IN EACH BOTTLE.... TINY BIT OF VEGETABLE OIL BY MOUTH 2 TIMES A DAY...
