If your not really used to running or jogging long distances, definitely start out with a slow, to a fast paced walk. Do this for a week or so, maybe an hour a day. And you will be surprised how fast the body weight comes off. After the birth of my daughter, I checked out of the hospital at 195lbs and I stand 5"4. I was losing approximately 35lbs a month until I got down to 110lbs. I lost all this weight by simply walking. Not even running. But, I walked a little bit every day. Each day, I walked a little further. Probably until I reached the 1 mile mark, and thats where I stayed. After this, of course you still wanna stay fit, so I would continue walking. You wont have to walk as much as before. But, along with that I would recommend a good, inexpensive gym program. The treadmill, and bike machines they've got will get you toned up in no time. You may of course after a while begin to notice that your weight is slowly going back up, but your body appears smaller. That is of course like you probably already know because muscle weighs twice as much as body fat.good luck.

The best way to lose body fat is a very brisk walk, not quite walking, not quite running, the schedule would be left up to you, toning is best accomplished by low eight/high repitition excersises, get a pair of 10 pound dumbbells and work with them, or, if youre on a budget, fill soda bottles with sand or gravel, and work out with them

Running. What's the point in waiting until you've got loose skin before you tone up? Surely that defeats the object.Run for at least 30mins when you can and after you've done that, move onto weights. You'll definately see results faster than walking. And you burn more cals in less time.
