Is there any way to lock gears in a cycle so that they cannot be moved?

If someone starts moving gears of a cycle in astill position will it get damaged is there anyway to lock gears of a cycle? Adjustment might be affected a little if the cables are new, but no permanent damage should occur.You could purchase a locking cover for your bike that will make the shifters harder to move since they can't be reached.
